Existing biomass plants

Two biomass power plants exist on the property today and are currently idle. They would require extensive renovation to be brought back online; in our view the existing facilities are best salvaged and replaced with newer technologies sized to a buyer’s intended use.

Ownership has maintained the Conditional Use Permit (CUP) on one of the plants together with the active Air Quality Control Permit issued by the Imperial County Air Pollution Control District (ICAPCD), preserving the regulatory pathway for redevelopment.

Entitlements & Regulatory Posture

Each parcel is entitled under the Mesquite Lake Specific Plan to provide up to 49.9 MW behind the meter. Building permits for site-level approvals and building permits are administered by the Imperial County Planning and Development Services (ICPDS) and the Imperial County Air Pollution Control District (ICAPCD). • Other industrial users — including industrial refrigeration and processing — for whom behind-the-meter power and heavy industrial zoning are a strategic advantage
